China has used its clout at the UN to block a report on missile proliferation, because it makes the Chinese look bad:
The report shows how Chinese clients North Korea, Pakistan and Iran all have identical long-range missiles - the No Dong, Ghauri, and Shahab respectively. All are based on Scud technology originating from China.
