we should not be amazed. britain has always been full of brutes, but they wrote the history books to make themselves look good. now that the empire (read India) which kept them in clover -- they stole about $10 trillion in today's money -- they are reverting to their natural state as thuggish ruffians. the football hooligans and the yobs are a sneak preview of what the brits are REALLY like. don't let the plummy accents and talk of 'tradition' fool you. they are barbarians. the romans had much to say about how savage the brits were: and that remains true (ok, it's not as though the romans' descendants are all that great, either, i admit.)
of course, there are a couple of really wonderful brits, such as the late christopher hitchens and theodore dalrymple. but they are the exception that proves the rule.

The racist yobs have just been under the radar beneath all the veneer of refined culture, every where in Europe actually. I don't say this as excuse to the Brits. The underlying racism has been manifesting itself in various avatars over a period of time.
This view is freely expressed in private conversations, but rarely publicly. Look what happened to Diane Abbot - a black, Labour, first time MP- who said "white people believe in divide and rule" (sic), even their media admits to as much - they say it was true during the imperialist days- but it is an opinion which is never expressed outwardly. But the racist undertones always linger.
You have to only talk to any other group in Europe: they have nothing but contempt for the Brits.
There was an episode of the sitcom 'Cheers' in which the waitress Karla says to a customer with a Brit accent: '... so people will think you are classy even when you are saying something stupid'. [In so many words, I don't remember the exact quote.]
