Apparently, negative campaigning ("Yamaraj", etc) which incites bomb attacks against opposition parties is not a violation of any Model Code of Conduct. Neither is hijacking of state machinery like CBI, for that matter. So-called "world's largest democracy" - only the Congress rulers and their supporters call it that, so they can preserve their Congress One Party Rule under a facade of "democracy".

The Fruits of Congress Campaigning
Looks like Congress Party's hate campaign against BJP ("Yamaraj", etc) is bearing fruit:
